    Alban CAT, the Caterpillar dealer for the mid-Atlantic Region is accepting applications for a Purchasing Manager for our Pulaski branch. 


    The Purchasing Manager is responsible for managing all aspects of purchasing to efficiently and cost-effectively to support organizational operations.  Manage assigned staff.  Establish and implement purchasing policies, procedures and best practices.  Monitor ongoing compliance with purchasing policies and procedures.  Direct procurement policies to ensure all items are purchased and delivered within budget and time constraints.  Facilitate timely placement of purchase orders.  Review purchase orders for proper authorization and compliance with organizational policy and procedures.  Manage vendor and supplier selection process based on price, quality, support, capacity and reliability.  Introduce performance improvement measures for suppliers and vendors.  Establish and update an approved vendor/supplier database and work with relevant departments.  Evaluate, review, negotiate and administer purchasing agreements and contracts with suppliers and submit to legal for final review.  Measure, troubleshoot, and manage the vendor and supplier cost, quality, concerns and delivery performance.  Develop and manage purchasing budgets and forecasts and reduce purchase variances.  Produce regular reports on purchase commitments, costs and delivery performance.  Direct continuous improvement of purchasing processes in line with changing organizational needs and market conditions.  Perform various other duties as assigned.


    Minimum of five years’ experience in purchasing and procurement.  Bachelor’s degree in business, materials management, operations management, engineering or related field preferred.  Working knowledge of project management principles and practices.  Working knowledge of laws and regulations relating to procurement and contracts.  Knowledge of purchasing and supply chain systems.  High competency level in MS Office applications.  Demonstrated skills and experience in negotiation.  Must be detail-oriented.  Must have strong verbal and written communication skills.  Must be able to develop comprehensive reports detailing purchases.
